PLANS for new “Energy Centre” and “Generator Compound” buildings at Llandudno General Hospital have been turned down.

Betsi Cadwaladr University Health Board lodged these proposals to Conwy County Borough Council’s planning committee in April, but the application was refused earlier this month.

The health board wanted to use the Energy Centre Construction building to house HV switch rooms, transformers, generators and a DNO room.

There would also have been a fully bunded fuel tank and a new fuelling bay, located along the existing access road.

At the Generator Compound building, generators and transformers would be housed, as well as another fully bunded fuel tank.

The health board also wanted a new rain garden and path to be created east of the existing car park.

Llandudno Town Council, when consulted on the application, recommended that it be granted planning permission.

But Conwy County Borough Council’s Environmental Health department recommended that, if approved, no construction takes place until a “full construction method” was approved.

It recommended that construction hours be Monday to Friday, 8am-6pm, Saturdays from 8am-1pm, on not on Sundays or bank holidays.

The council’s planning committee decided to refuse the application on the basis that it was not supported by a noise assessment, biodiversity enhancements, and a green infrastructure statement.

It was felt that noise levels caused by the works had the potential to cause a nuisance to nearby residents, meanwhile.
