The promenade and road have been raised to the new higher level, with surfacing "well underway" on both.
The council said that contractors would begin installing new promenade hand railing and street furniture, and laying the final surface course on the road and promenade, in the next few weeks.
A Conwy County Borough Council spokesperson said: "We expect this phase of the coastal defence work at Old Colwyn to be completed for the end of March 2024, when the road will reopen."
