A PUBLIC consultation has opened to get the public’s views on extending and varying the Dog Control PSPO currently in place across the county.
The current proposal, introduced in 2020, sets rules for dog owners and limits the prohibition of dogs in public spaces, in an effort to tackle irresponsible dog ownership.
The order was subject to two public consultations which showed there was strong public support for the proposals and the order was introduced making it an offence to:
- Fail to remove dog faeces immediately
- Fail to carry an appropriate means to pick up
- Permit a dog to enter land from which dogs are excluded year round
- Permit a dog to enter land from which dogs are excluded seasonally
- Not keep a dog on a lead in a designated area
- Not put, and keep, a dog on a lead when directed to do so by an authorised officer
Owners can be issued with a Fixed Penalty Notice (fine) of £100 if they do any of these things.
However, the current PSPO runs to October 2023, and in the event of the PSPO not being extended, it will lapse on October 21, at which point there will be no legally enforceable restrictions on dogs in Conwy County.
A Conwy County Borough Council spokesperson said: “The council considers it reasonable to have specific dog controls in place in the county so are proposing to extend and vary the current PSPO.”
A consultation to gauge public opinion was launched today (September 6) and will run through to October 4, after which a decision will be made.
Currently, dogs are banned from all fenced children’s play areas, tennis courts, skate parks, bowling greens and recreational fields and pitches.
Other restricted areas for dogs under the existing order include:
- Betws-Yn-Rhos Play Ground, Betws-Yn-Rhos
- Capel Garmon Playing Field, Capel Garmon
- Cae Ffwt Football Ground, Glan Conwy
- Gyffin Playing Field, Gyffin
- Gowers Road Recreation Area, Trefriw
- Cae Llwyd Playing Field, Cerrigydrudion
- Maes Aled Playground, Llansannan
- The Football Pitch, Bowling Green and Multi Use Games Area, Llansannan
- The Football Pitch, Bowling Green, Swimming Pool, Tennis Courts and Children’s Play Area, Llanfairfechan
- North Wales Golf Club excluding public footpaths thereon, Llandudno
- Colwyn Bay Beach – the area of the beach between the low water mark and promenade wall between the most seaward point of the Porth Eirias promontory and eastern side of the Colwyn bay pier line
- Rhos Point, Rhos on Sea – the small sandy portion of beach unwashed by the tide.
- Minafon Community Field, Old Colwyn
